Direct losses from the terrorist attack on the Kakhovskaya HPP amounted to at least $2 billion

The amount of direct damages caused by the explosion of the Kakhovskaya HPP is at least $2 billion. KSE Institute experts provided such data in the first full-length analysis.

Specialists of the analytical division of the Kyiv School of Economics, who work in cooperation with the Office of the President of Ukraine, the Ministry of Economy and the Ministry of Infrastructure, emphasize that it is about losses in the housing and communal sector, energy, agriculture, transport, ecology, and industry.

"We continue to record the damage and calculate the losses caused by Russia's detonation of the Kakhovskaya HPP dam. The housing fund of the Kherson and Mykolaiv regions suffered serious losses. Direct damages from the flooding of private houses and related infrastructure are estimated at $950 million. More than a quarter of the total amount of damages - $586 million - is directly related to the destruction of the hydroelectric power plant, which will have to be built from scratch. Separately, the Ministry of Environment previously estimated the damage to the environment to be at least $1.5 billion. The primary issue remains the provision of drinking water to the affected regions. Yes, the budget committee agreed to allocate $41 million (1.5 billion UAH) for the construction of main water pipelines," First Vice-Prime Minister - Minister of Economy of Ukraine Yulia Svyridenko said on this occasion.

According to the analysis of the KSE Institute, losses due to the tragedy at the Kakhovskaya HPP include housing ($950 million), energy ($624 million in damages and the need for the construction of a new HPP - about $1 billion), transport infrastructure ($311 million), industry ($105 million), agriculture ($25 million) and environment and ecology ($1.5 billion losses).

However, Ukraine will be able to solve the problems, in particular, of the agrarian sector, which were caused by the Russian occupiers undermining the Kakhovskaya HPP after the liberation of the Left Bank from the occupiers and victory in the war. This was emphasized by the Minister of Agrarian Policy and Food of Ukraine Mykola Solskyi in an interview with Apostrophe.

"In order to restore the supply of Dnieper water, it is necessary to rebuild the dam and fill the reservoir again. We will be able to fully engage in this after the liberation of the southern regions of Ukraine, but it will not be possible to implement this project quickly. Even under the most favorable circumstances, it will take several years. After all, we must first build a dam, which is a very large-scale and complex object, then fill the reservoir," said Mykola Solskyi.

Mykola Solsky added that Ukraine needs funds and time to overcome the consequences of the disaster. He emphasized that even for project works it is necessary to free the territories from the Russian occupiers.
