It will become more difficult to export sunflower products

The Verkhovna Rada adopted bill No. 8274, which will significantly complicate the export of secondary raw materials with an artificially low duty rate. In particular, this law also applies to sunflower products, such as sunflower seeds. The bill received 250 votes in support. The relevant information is published on the official website of the Ukrainian Parliament.

The new law has rules that make it much more difficult to export raw materials with artificially low duties. The document contains a provision that the export duty, which is charged at ad valorem rates, is calculated based on the price of the goods in the invoice or pro forma invoice. However, this price cannot be lower than the arithmetic mean of quotations on international commodity exchanges. If the goods are not traded on the exchange, the customs value is calculated based on quotations for the components of such goods. 

The need to adopt such a law arose due to the fact that some exporters greatly underestimate the cost of raw materials. According to the author of the bill, People's Deputy Dmitry Kisilevsky, some companies understated the customs value up to 10 times.
