Registration for manufacturers participating in the Ukrainian program

Ukrainian manufacturers now have the opportunity to submit applications for participation in the "National Cashback" program through the Diia portal. As emphasized by the First Deputy Prime Minister of Ukraine and Minister of Economy Yulia Svyrydenko, the beta testing phase is now starting, during which consumers will be able to purchase products and receive corresponding cashback.

According to the official, manufacturers are already being invited to add their products. It is planned that starting from early September, consumers will be able to receive a 10% compensation on these products. Research conducted shows that Ukrainians are looking forward to cashback. For example, a Gradus research survey indicates that the majority of respondents plan to take advantage of the "National Cashback" program. According to the program's conditions, cashback will be provided on any consumer goods of Ukrainian production, except for excise goods. Participation in the program is voluntary for manufacturers, meaning cashback will not be available on all products, but only on those submitted by the manufacturer for participation in the program.

The algorithm of actions for manufacturers who wish to become participants in the "National Cashback" program is already known. To join the program, manufacturers need to go to the "Business" section on the diia.gov.ua portal, navigate to the "Entrepreneurship" group, and select the service "List of Manufacturers and Products of Ukrainian Origin." They then need to authenticate with an electronic signature, familiarize themselves with the program's conditions, upload a file with a list of products and information about each item, and sign the application with an electronic signature.

It is known that registration for retail chains in the program will start at the end of August. To become participants in the "National Cashback" program, sellers need to submit an application to join the List of Ukrainian Manufacturers through the Diia portal.

As noted by the Deputy Minister of Economy of Ukraine, Nadia Bihun, this innovation will contribute to the legalization of the economy, as only those networks that operate legally and pay taxes will be able to participate in the program. Trade networks and stores, including online shops, that operate under the general taxation system and accept payment cards will be eligible to take part. Additionally, the seller needs to configure the payment equipment so that the fiscal receipt contains the product barcode. 

For consumers, registration in the "National Cashback" program starts on September 2. The program provides consumers with a 10% compensation on the cost of their purchased Ukrainian goods. To receive cashback, consumers need to grant consent to the banks whose cards they use to share information about payments in participating stores. They must also open a special account in one of the banks and obtain a virtual or physical card in the app or at a physical location. Then, in the Diya mobile application, they should select the "National Cashback" service, where they need to specify the special card to which cashback will be credited monthly. The maximum cashback amount is 3,000 UAH per month. Citizens will be able to use the cashback funds to pay for services, including utilities and medical expenses, purchase military bonds, or make donations to support the armed forces, etc. 

It should be noted that the coordinator of the National Cashback program is the Ministry of Economy of Ukraine. The implementation of the project involves the Ministry of Digital Transformation of Ukraine, the State Tax Service, the payment bank Oschadbank, authorized banks of Ukraine, and the Government Contact Center. The technological partner for the implementation of the program is the international payment system Mastercard, while the operational partner of the project is the international payment technology company Visa.
