The Shadow Market for Agricultural Land Lease May Reach UAH 70 Billion

The interdepartmental working group on the economy unshadowing discussed the current situation with the shadow lease of agricultural land. In Ukraine, there is a situation in which the volume of unregistered leases is growing. According to various sources, the market can reach from 20 to 70 billion hryvnias per year.

As stated in the message of the interdepartmental group, the worst situation is with the lands that are in communal ownership. Many plots are still not included in the State Cadastre, and they are often used for shady leases.

In addition to land plots, there are also problems with the development of the shadow economy in the alcoholic beverage sector, in the market for fuels and lubricants, as well as with the illegal activities of some gas stations. 

The fight against shadowing will be carried out with the help of law enforcement agencies. Representatives of the interdepartmental group turned to the Ministry of Internal Affairs in order to develop more effective measures to prevent illegal deals.

As for the market of fuels and lubricants, the budget does not receive about UAH 3.7 billion in taxes due to the shadow sector. In this area, there is a legal conflict, since the State Fiscal Service should deal with the fight against the activities of illegal gas stations. However, this department is currently undergoing liquidation. To solve this problem, it is necessary to transfer the authority to combat shadow gas stations to another department.
