Ukraine state reserve system can be reformed

At its meeting on February 17, the Cabinet of Ministers of Ukraine adopted the draft law "On State Reserves". As the press service of the Ministry of Economy reports, this bill should become the basis for creating, in fact, a new state reserve system.

"Modern, which meets the best Western standards and takes into account the challenges facing Ukraine. Key markers are relevance, flexibility, control. We propose to establish new principles of formation of the nomenclature of the state reserve based on modern approaches. Make the system more flexible by distinguishing between the state material reserve and the mobilization reserve. And at the same time, thanks to the introduction of a secure automated database, it is more controlled", - noted the First Deputy Prime Minister - Minister of Economy of Ukraine Yulia Svyridenko.

The draft law establishes a clear definition of the balance-keepers of the state material and mobilization reserves, the powers of the central executive body, in fact, the concept of reservation itself, the procedure and criteria for selecting reservists. The document contains the procedure for updating material values, proposed ways of strengthening responsibility in the field of formation, storage, release and renewal of reserves.

We will remind that the Strategy of reforming the state material reserve system recognizes a deep crisis of the state reserve system. In particular, among the problems are the lack of stocks of material values of the state material reserve and the inconsistency of the nomenclature of the reserve with the needs of the state. It is also currently known about the insufficient amount of financing and inefficient management of stocks.
