Ukraine Will Reach 43% Emissions Without Additional Government Support

As part of the development of the National Economic Strategy-2030 program, a reduction in the level of greenhouse gas emissions to 43% compared to 1990 was approved. Experts believe that in order to achieve this goal, it is necessary to invest 12 billion EUR over 10 years to modernize production. However, the Ukrainian Business and Trade Association (UBTA) and the Center for Economic Recovery (CER) are confident that this goal can be achieved without additional government support and pressure on business. This is stated in the presentation “Calculation of greenhouse gas emissions in Ukraine by 2030”.

According to experts, plans to reduce emissions (from 43% to 36% compared to 1990) are ambitious but absolutely achievable, provided that foreign investment is attracted. In addition, there is a need to create government incentives for private enterprises to upgrade production equipment and invest in clean energy. In addition, in order to achieve this goal, it is necessary to develop instruments for energy efficiency among the population.

Over the past 10 years, climate change has created many problems for Ukrainian agrarians. The southern regions, where frequent droughts are observed, are particularly affected. According to experts from UBTA and CER, the government needs to introduce programs that contribute to the adaptation of the agricultural sector to climate change. Also, we must not forget that the documents do not take into account emissions from the temporarily occupied territories, which is about 20 million tons of greenhouse gases per year.

Experts note that the state should take the initiative and develop effective incentives for decarbonizing production and financing relevant activities.
