Deputy Told About the Changes in the Bill on Plant Protection

Ukraine plans to bring the field of plant protection in line with European standards. The bill 4600 “On plant protection” was registered in the parliament, according to which a European control system could be introduced. It was told by the representative of the parliamentary committee on agrarian policy Dmitry Solomchuk.

Solomchuk said that the system proposed by parliamentarians fully complies with the requirements of EU Regulation 2017/625. The expert noted that it is fundamentally different from modern control methods operating in accordance with the Law "On the Basic Principles of State Supervision (Control) in the Sphere of Economic Activity." The old law will remain in effect only with respect to some methods of unscheduled plant protection control.

Dmitry Solomchuk stressed that in accordance with the bill, a special body will be created that will determine the procedure and frequency of inspections, as well as actually conduct them. In determining the timing of inspections, a risk-based method will be used. Solomchuk noted that the rules and control requirements will be implemented based on the number of violations.

Solomchuk also noted that the bill will preserve the need to obtain phytosanitary certificates, including for re-export. However, the quarantine certificate will no longer be needed. The deputy said that such documents do not correspond to European systems.
