Economic reservation in Ukraine is planned to be launched at the end of autumn

The Ministry of Economy is preparing a mechanism for economic reservation, which is expected to be launched at the end of autumn, in October-November. According to several government and parliamentary representatives, one of the criteria for reservation will be the level of wages. Currently, several models are being developed, but a final decision is pending the position of the country's top political leadership. It is noted that additional revenues to the state budget from this mechanism are estimated at 40 billion UAH per year. However, to launch economic reservation, the government needs to amend legislation to allow for monthly reporting on taxes paid from salaries.

In turn, Prime Minister Denys Shmyhal emphasized at the "Ukraine 2024. Independence" forum that the principle of "Fight or Work" is being introduced in the country, which includes a series of measures aimed at bringing the labor market out of the shadows. According to the head of government, there is a critical need to collect additional funds for the budget. Therefore, among other proposals, it is suggested to increase domestic borrowing, raise income tax rates for banks, expand the base for military tax, and increase military tax rates for certain cases. Additionally, the government's strategy also involves bringing back people who can work and pay taxes at home, as well as supporting the Defense Forces. Currently, to financially support the security and defense sector, Ukraine needs to have 10 million jobs, while, according to official data, their number is less than 8 million. At the same time, there are currently a number of professions in the economy that do not pay critically important taxes for the state budget.

It should be noted that earlier, the President of the Ukrainian Agrarian Confederation, Leonid Kozachenko, emphasized in an exclusive comment for AgroPolit.com that the biggest shortage of specialists in the agricultural sector due to mobilization is among those directly involved in the harvest. Overall, there is currently a shortage of approximately 3 million workers. Specifically, Leonid Kozachenko reported that the situation is most difficult for tractor drivers, combine operators, and agronomists. According to the expert, there were also the most vacancies in this segment earlier, but now the ratio has reached 160 vacancies for one specialist. In comparison, before the onset of full-scale war, this number was between 14 and 16 vacancies per person. The shortage has increased more than tenfold. Leonid Kozachenko calculated that the deficit of workers in the agricultural sector has reached 3 million people since the start of the war, and hiring women cannot remedy the situation. He noted that traditionally, the most women in the agricultural sector worked in areas such as accounting, economics, trade, and veterinary medicine. Previously, in agronomy, women primarily worked in garden centers. They were not present on traditional farms and large agricultural enterprises. Currently, 2.8 million people are employed in agriculture. The deficit amounts to 3 million workers. Of this figure, 70% are farmers operating combines, tractors, and trucks.
