Poland begins strict inspections of Ukrainian carriers

From January 13, the Polish tax administration will strengthen control over cargo transportation from Ukraine. For this purpose, mass inspections of Ukrainian carriers will be introduced. The RMPD Road Transport Monitoring Register (Rejestr Monitorowania Przewozu Drogowego) will be a key element of enhanced control.

As Ukrainian customs officials remind, this mandatory electronic database tracks transport operations both within Poland and during international transport. According to Polish law, all carriers entering Poland are required to register their shipments in advance in the PUESC system (customs and tax service electronic services service platform). All this is done to ensure the maximum transparency of cargo transportation, to identify the sender and recipient of the goods, as well as to provide the customs authorities with the opportunity to quickly check all the necessary information. In order to cross the border without obstacles, Ukrainian carriers must be registered in the RMP register, and before entering Poland, each carrier must register a transport message on the PUESC.GOV.PL platform. Without this registration, cargo transport will not be allowed to customs clearance, and violation of this requirement is subject to significant fines. It is also worth checking all the data in the RMPD report carefully. And the driver of the vehicle must ensure the accuracy of all the data entered in the register before the trip. In addition, all vehicles must have geolocation turned on when transporting cargo. This will allow the Polish customs authorities to monitor the movement of cargo in real time. The absence or disabling of geolocation may be considered a violation of the rules.

And the consequences for violators can be serious. If discrepancies are detected, the Polish customs authorities have the right to detain the vehicle until all circumstances are fully clarified. And significant financial sanctions are provided for the violation of registration and reporting requirements in the RMPD register.
