Russian hackers crashed the land market of Ukraine
On December 19, a large-scale Russian cyber attack on the state registers of Ukraine took place, after which a number of significant problems arose. In particular, the services of the State Register of Rights to Immovable Property are currently not working. Thus, it is currently impossible to register the right of ownership under the contract of sale of property, including agricultural land plots or the right to rent.
As the founder of Volodar agency and one of the leading experts of educational platform "Kultyvariy" Volodymyr Nagornyi said, the suspension of state registers due to the attack of Russian special services will affect the market of transactions with land in Ukraine. After all, while the registers are not working, neither the preparation for the execution of the agreement nor the execution of land agreements can take place.
Meanwhile, the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Olha Stefanishyna said that the functionality is currently unavailable in such state registers as the State Register of Civil Status Acts, the Unified State Register of Legal Entities and Individual Entrepreneurs, and the State Register of Rights on immovable property and their encumbrances.
This situation has a significant impact on the country's agrarian industry, as it blocks the work of important institutions, in particular, the "Land Bank". By the way, small and medium-sized Ukrainian agricultural enterprises dominate the auctions of sublease of state agricultural land. According to the Minister of Agrarian Policy and Food of Ukraine Vitaliy Koval, 68% of the winners of online auctions in the first two months of the project's operation are small farms and enterprises with up to 60 employees. The head of the Ministry believes that this result confirms the creation of equal conditions by the "Land Bank" for all market participants and its promotion of the development of small and medium-sized agribusiness in Ukraine. He also noted that the transparency of online auctions, where an average of 11 bidders apply for one lot, ensures healthy competition and stimulates efficient land use.
It should be noted that by the end of the current year, the State Property Fund of Ukraine planned to hold another 47 online auctions in 13 regions of Ukraine. The total area of land to be put up for auction is almost 4.4 thousand hectares.
