Small farmers can be left alone with TCC
Small farmers may be left with the possibility of reservation, as it can be obtained only by employees who receive a monthly salary of at least 20 thousand. UAH The official criteria for determining the criticality of enterprises have changed, but the chairman of the subcommittee of the Verkhovna Rada Committee on National Security, Defense and Intelligence, Fedir Venislavsky, emphasized that farm enterprises on the list of critical or those that perform work for the defense sector will retain their reservation rights.
Currently, the booking procedure is regulated by law and has clear criteria, but serious corrections will come into effect on December 1. And from now on, the main factor will be the attachment to wages. The list of enterprises that can reserve conscripts is formed by the Ministry of Economy. It includes state bodies, courts and institutions of the justice system, bodies of pre-trial investigation, law enforcement bodies and enterprises that are recognized as critically important for the economy or territorial community. These enterprises are added to the list by the bodies that made the relevant decision.
Thus, from December 1, some of the reserved workers in Ukraine will actually lose their deferment. After all, the Cabinet of Ministers has changed the procedure for booking conscripts for the period of martial law, and all critical enterprises must reconfirm their status. As explained in the Ministry of Economy of Ukraine, from December 1, the booking of conscripts will again take place through the Diya portal. According to the new criteria, all critical enterprises must confirm their status by February 28, 2025. It should be noted that the Government has completed the audit of decisions regarding the identification of enterprises, institutions and organizations as critically important. According to its results, 95% of critically important enterprises retained their status. During the audit, such violations were found as a sharp and unjustified decrease in the salary of employees after the enterprises received the status of critical importance, the use of various models for overtime increase in the number of booked and the inclusion of enterprises in the list of critical importance that are not critical for the economy.
In this regard, Deputy Minister of Economy Vitaliy Kindrativ stated that the government was able to identify minor violations and prepare changes to correct them. According to him, the new parameters of reservation and criticality of enterprises will become clearer and will ensure a balance between the defense capability of the state and the economy.
As previously reported, due to Russia's military aggression, Ukraine temporarily lost about 20% of its territory, of which 27% is agricultural land, and forced about 200,000 farmers to be distracted from their daily tasks. According to the Minister of Agro-Industrial Complex, Vitaliy Koval, the agricultural sector currently lacks veterinary specialties, mechanizers, and agronomists. Therefore, it is necessary to restart practical training centers in order to quickly train new specialists. By the way, let us remind you that the project of integration of veterans and women veterans into the agricultural sector "Go2Agro" has already started in Ukraine. Its goal is to facilitate the return of veterans to civilian life through employment, the development of self-employment and starting their own business in the agricultural sector, which is a strategic branch of the economy of Ukraine and is currently experiencing a significant shortage of personnel. But it's time to think about the future problems of the agricultural sector, because the uncertainty with the reservation process creates risks for the spring sowing of 2025. Despite all the achievements in the production and export of agricultural products, a significant challenge for Ukrainian farmers remains the issue of reserving workers from mobilization. On this occasion, the Deputy Chairman of the All-Ukrainian Agrarian Council, Denys Marchuk, has already emphasized that against the background of success in exports, farmers face difficulties related to the lack of labor force. After all, the issue of the reservation of workers remains unresolved, and it may become critical for the preparation for the spring sowing campaign. Currently, according to him, the key issue is the reservation of farmers, because there is a catastrophic shortage of people.
Previously, the president of the Ukrainian Agrarian Confederation, Leonid Kozachenko, in an exclusive comment for AgroPolit.com, emphasized that due to mobilization in the agricultural sector, there is a shortage of specialists directly involved in harvesting. In total, there is currently a shortage of approximately 3 million workers. In particular, Leonid Kozachenko said that the situation is most difficult with tractor drivers, combine harvesters, and agronomists. According to the specialist, earlier this segment also had the most vacancies, but now the indicator has reached 160 vacancies per one specialist. For comparison, before the start of the full-scale war, this figure was 14-16 vacancies per person. The deficit increased more than tenfold.
