The government will streamline the procedure for determining the criticality of enterprises and booking employees

After the audit, which will last until mid-November, the Government of Ukraine will form clearer parameters for determining the criticality of enterprises and the need to reserve workers. As the Prime Minister of Ukraine Denys Shmyhal stated, the parameters that exist today have given an opportunity for fraud. Therefore, there was an urgent need to create transparent, clear and unambiguous reservation parameters.

Among the changes that are currently planned in the issue of booking, currently, in particular, there is a fixation of the minimum amount of salary, which will make it possible to book people. Also, other parameters that do not include the possibility of clearance for economy booking will be fixed. The Prime Minister emphasized that this issue is very sensitive, as it is necessary to find a balance between the working economy and the needs of the Defense Forces. After all, it is necessary to make sure that in-demand specialists can work, and that there is a rotation of those who defend the state on the front lines.

It is worth noting that problems with reservations threaten a crisis in the economy, in particular in the agricultural sector of Ukraine. As the Deputy Chairman of the All-Ukrainian Agrarian Council, Denys Marchuk, has repeatedly emphasized, there is currently a system in place under which the Government has allowed the extension of reservations, but only to those who were booked before May 31 in enterprises with the status of critical importance. At the same time, new decisions about the criticality of enterprises are not being adopted. Therefore, those who had reservations before May 31 cannot now receive critical status. And those enterprises that received "criticality" after May 31 cannot book their employees. In fact, the booking process is currently almost at a standstill. Therefore, speaking about the agricultural sector, the following should be understood: if the reservation problem is not resolved in the shortest possible time, it will have serious consequences for the country's food security and economic stability.

We will remind that earlier Denys Shmyhal emphasized that the country is implementing the principle "Fight or Work", which involves a number of measures that will bring the labor market out of the shadows. According to the head of the government, today there is a critical need to collect additional funds for the budget. Therefore, among other things, it is proposed to increase domestic borrowing, increase income tax rates for banks, expand the base for military levy, and increase military levy rates for certain cases. In addition, the government's strategy is also to bring back people who can work and pay taxes at home and support the Defense Forces.

Currently, in order to financially support the security and defense sector, Ukraine must have 10 million jobs, while, according to official data, their number is less than 8 million. At the same time, there are currently a number of professions in the economy that do not pay taxes that are critically important for the state budget.

It should be noted that earlier the president of the Ukrainian Agrarian Confederation, Leonid Kozachenko, in an exclusive comment for AgroPolit.com, emphasized that due to mobilization in the agricultural sector, there is a shortage of specialists directly involved in harvesting. In total, there is currently a shortage of approximately 3 million workers. In particular, Leonid Kozachenko said that the situation is most difficult with tractor drivers, combine harvesters, and agronomists. According to the specialist, earlier this segment also had the most vacancies, but now the indicator has reached 160 vacancies per one specialist. For comparison, before the start of the full-scale war, this figure was 14-16 vacancies per person. The deficit increased more than tenfold.

Leonid Kozachenko estimated that the shortage of workers in the agricultural sector after the beginning of the war reached 3 million people and hiring women cannot correct the situation. He noted that traditionally in the agricultural sector, the largest number of women worked in such areas as accounting, economics, trade, and veterinary medicine. Previously, women in agronomy worked mainly in garden centers. They did not exist on traditional farms and large agricultural enterprises. Currently, 2.8 million people work in agriculture. people The deficit is 3 million workers. Of this figure, 70% are farmers who work on combines, tractors, and trucks.
