Ukraine has intensified its efforts to combat shadow grain exports

The Ministry of Agrarian Policy and Food of Ukraine, with the participation of representatives from the Ministry of Economy, the Ministry of Internal Affairs, the State Tax Service, the State Customs Service, the Bureau of Economic Security of Ukraine, and grain associations, discussed ways to counteract the shadow grain export.

Last year, thanks to the efforts of the Bureau of Economic Security, the budget received UAH 1.3 billion obtained from the struggle against this issue. However, there is another serious threat, as over 5 million tons of agricultural products were exported last year with signs of the risk of non-repayment of foreign currency revenues. Therefore, minimizing such risks and creating equal conditions for all market participants is a relevant issue. To achieve this goal, the government plans to amend the regulations governing the export of agricultural products. Work is also being carried out to automate all processes to minimize the influence of the human factor and reduce the possibilities for abuse.

It should be noted that Ukraine is already suffering from grain losses, as Russian occupiers continue to engage in mass theft of grain from temporarily occupied territories. It is known that the stolen grain is transported by trains from the Luhansk region to ports in Iran.

For its part, Ukraine is actively adopting measures to combat the illegal trade of grains. Since November 11 of last year, the information and communication system "Main Register of Warehouse Documents for Grain and Grain Received for Storage, and the Register of Grain Warehouses" has officially been operational. The new register is available on the unified platform of government registers, Diia, for convenient access. This tool is designed to significantly simplify the accounting and management of grain in the country. Now, warehouse document forms can be transferred electronically among consignments, elevators can access the register through a web browser, and user access management is carried out directly within the system. The register has an API interface for data exchange with the accounting systems of grain warehouses. It is already integrated with the Unified State Register of Legal Entities, and the use of an electronic digital signature ensures the security and reliability of the data.

According to the Minister of Agrarian Policy and Food of Ukraine, Vitaliy Kovalev, the new Register ensures transparency in grain operations and access to information for all interested parties. Its implementation is another important step towards the digitalization of the agricultural sector.
