Ukraine presented the Agriculture Development Strategy until 2030

The Ministry of Agrarian Policy and Food of Ukraine together with the EU project "Institutional and Political Reform of Small-Scale Agriculture in Ukraine" (IPRSA) presented the Strategy for the Development of Agriculture and Rural Areas in Ukraine, which is designed for the period until 2030.

This document provides for determining priorities and creating favorable conditions for the development of agriculture and rural areas of Ukraine. It was developed taking into account the need for changes in the agricultural sector - they are related to granting Ukraine the status of a candidate for EU accession and other international obligations. 7 strategic goals are dedicated to this, the implementation of which is expected by 2030.

It is planned to develop an inclusive policy for the development of agriculture and rural areas. For this, it is envisaged to reform state institutions in the agricultural sector in accordance with the common agricultural policy of the EU. It will also ensure that public needs for high-quality, nutritious and safe food are met: achieving food security. For this purpose, the adoption of a comprehensive EU food safety policy and control standards in the field of sanitary and phytosanitary measures, which are fully harmonized with EU requirements, is envisaged. Attention will also be paid to the stability of the agricultural sector, for which liquidity support programs, state guarantees, as well as grant funding, mitigation or partial reimbursement of costs will be implemented to overcome the consequences of the war. In addition, the further functioning of the land market, the development of land market monitoring and the creation of an automated system of public monitoring of land relations, as well as the development of water supply for land irrigation, climate-oriented agriculture, organic production, circular bioeconomy, and bioenergy are foreseen.

During the specified time, there will also be promotion of the development of processing enterprises, improvement of access to research, innovation, as well as support for rural business development and agricultural advisory services, digitization of the industry. In addition, conditions will be created for the development of rural areas.

Currently, the draft Strategy is posted for discussion on the website of the Ministry of Agrarian Policy at the link. The strategy is scheduled to be approved by the government by the end of 2024. And so far, Ukraine has received €4.5 billion in transitional financing from the European Union within the framework of the Ukraine Facility program. As reported by the Ministry of Economy of Ukraine, it is assumed that the country will receive the second tranche of €1.5 billion in April 2024 after assessing the fulfillment of the five indicators necessary for this.

Earlier, the government approved the Ukraine Facility plan, according to which Ukraine must carry out hundreds of reforms in 15 sectors over the next four years in order to receive €50 billion in aid. A number of markers are also provided for the agro-food sector. Thus, the Ministry of Agrarian Policy, the Ministry of Economy and the Ministry of Finance have been appointed as the responsible bodies for reforms in the agricultural sector, which must ensure the implementation of the necessary changes.
