According to the Ministry of Finance of Ukraine, since the beginning of 2024, under the program, entrepreneurs have received 8,884 loans for UAH 35.2 billion, of which 6,536 loans for UAH 17.6 billion came from banks of the public sector of the economy. In general, during the period of martial law in Ukraine, within the framework of the state program "Affordable loans 5-7-9%", 53,026 credit agreements were concluded for the total amount of UAH 212.5 billion, including 39,570 agreements for the amount of UAH 108 billion by public sector banks.

UAH 37.63 billion from the total amount issued during the martial law are loans for agricultural producers. Another 14.3 billion hryvnias were issued as loans for the processing of agricultural products.

The rest of the amount of issued funds is distributed among investment purposes (UAH 17.85 billion), working capital financing (UAH 60.42 billion), anti-war purposes (UAH 57.39 billion) and providing loans in areas of high military risk (UAH 11, UAH 43 billion). In total, as of May 6, since the start of the program, business entities have received 87,848,000 loans from authorized banks for a total amount of UAH 302.1 billion, of which 60,046 thousand were issued by banks of the public sector of the economy for a total amount of UAH 134.6 billion.

In general, speaking of farmers, it should be noted that as of May 2, 6.36 thousand Ukrainian agricultural enterprises have received UAH 40.9 billion in bank loans for the development of their own business since the beginning of the year. The largest amount of loans under various programs in 2024 were received by farmers of Kyiv (12.5 billion UAH for 590 enterprises), Kirovohrad (2.6 billion UAH for 786 enterprises), Ternopil (2.5 billion UAH for 252 enterprises), Lviv (2 .4 billion UAH for 385 enterprises), Dnipropetrovsk (2.3 billion UAH for 465 enterprises) and Vinnytsia (2.28 billion UAH for 613 enterprises) regions.

We would like to add that the Cabinet of Ministers of Ukraine recently made changes to the Procedure for providing financial state support to business entities, which defines the parameters of the "5-7-9% Available Loans" program. In particular, the maximum amount of lending for working capital financing was reduced to UAH 5 million. Limits for investment purposes remain unchanged, in particular for enterprises of the processing industry they amount to UAH 150 million. In addition, the government changed the credit limit for the livestock industry, increasing it to UAH 150 million. At the same time, the Government changed the parameters of the program, which affect the profits of banks. The size of the margin of banks working with borrowers under the "5-7-9% Available Loans" program was limited. This will free up UAH 3 billion and direct these funds directly to business lending.

We will remind you that earlier it was reported about the intentions of the Government of Ukraine in the current year to pay maximum attention to agricultural financing programs. For this reason, the list of state support programs has been expanded once again. As First Deputy Minister of Agrarian Policy and Food of Ukraine Taras Vysotskyi emphasized on this occasion, there will be 5 main programs this year. This is, first of all, "5-7-9 Available Credits". Under this program, agricultural producers can receive a loan of up to UAH 90 million, and processing enterprises - up to UAH 150 million. In addition, entrepreneurs cultivating up to 500 hectares can receive a loan guarantee through the Fund for Partial Guarantee of Loans in Agriculture. Thanks to this, the manufacturer can reduce the loan collateral by half. In addition, grants have been prepared for the development of gardens and greenhouses. Their size is up to UAH 7 million or UAH 10 million, respectively. These funds will be paid within a month after the approval of each project. Another program will be a project to compensate up to 50% of the cost of restoration and construction of reclamation systems. UAH 200 million has been allocated for this in the State Budget. And applications for compensation of up to 25% of the cost of domestic agricultural machinery can be submitted as early as April.

In addition, the Cabinet of Ministers of Ukraine recently adopted a resolution on amendments to the Procedure for the use of funds provided for in the State Budget for providing support to farms and other producers of agricultural products. This Order was approved back in 2022. The new document expands the directions of state support for farmers registered in the State Agrarian Register. Payment amounts are also increasing. In particular, budget funds will be provided to farmers who cultivate up to 120 hectares of agricultural land. The amount of assistance has been increased from UAH 3,100 to UAH 4,000 per hectare. A separate budget subsidy was introduced for farmers from the de-occupied territories and those territories where hostilities have ended. They will receive UAH 8,000 per hectare.
