Ukrainian farmers will receive an additional term for the return of foreign exchange earnings
The Association "Ukrainian Club of Agrarian Business" reported that the term of return of foreign exchange earnings for farmers can be increased from 90 to 180 days. This decision was supported by the participants of the meeting with the participation of representatives of the National Bank and the Cabinet of Ministers of Ukraine, as a result of which a corresponding letter was sent to the Cabinet of Ministers.
It is believed that extending the terms of return of foreign exchange earnings to 180 days will facilitate the work of exporters and reduce risks for producers of agricultural products. After all, during export, it may encounter numerous force majeure related to the war. Because in the conditions that Ukraine currently has, it is extremely difficult to predict the exact number of days, how many grain will be on the way.
In addition, the corresponding increase in terms will be an advantage for companies that wish to develop their own processing and need to purchase the appropriate equipment and facilities. The period of production, delivery and payment for the purchase of such equipment quite often exceeds the 90-day limit.
By the way, regarding the legality of doing business, we have a comment from representatives of the Ukrainian Grain Association, who believe that no transparent business will agree to return to gray schemes when exporting grain. Commenting on the negativity that has recently been spreading towards the State Production and Consumer Service of Ukraine, experts see a number of important positive changes in the activities of the State Production and Consumer Service, which simplify communication and lead to the elimination of corruption schemes related to the export of grain. According to experts, the work of the Odesa regional phytosanitary and veterinary laboratories, which conduct analyzes of products for export in the ports of Great Odesa and the Danube cluster, deserves special attention. They believe that this is an example of the service's leadership helping businesses to expand the geography of Ukrainian grain exports.
We would like to add that the Association "Ukrainian Club of Agrarian Business" opposed the adoption by the Verkhovna Rada of Ukraine in the second reading of draft laws No. 10168-2 and No. 10169-2. According to experts, they do not take into account the warnings and suggestions of the agricultural community and contain obvious shortcomings. The main issue is the irregularity of the administration procedure for the export of individual agricultural products. Therefore, according to experts, the norms of these draft laws do not take into account the interests of conscientious exporters of agricultural products and duplicate the previously introduced mechanisms for the verification of exporters and the return of foreign exchange earnings.
